Current Administrators for Norfolk Island Regional Council
The Councillors of the Norfolk Island Regional Council (NIRC) were formally dismissed by the Assistant Minister, the Hon Nola Marino MP in December 2021. Mr Michael Colreavy was appointed as Administrator of the Council for a period of three years, his tenure ending in December 2024.
On 13 November 2024, the Minister for Regional Development, local Government and Territories, the Hon Kristy McBain MP, announced a new governance model for the island – the Norfolk Island Assembly – and the extension of the administration period under fresh administration team.
To lead Norfolk Island Regional Council through the transition, the Minister appointed a Lead Administrator, Scott Mason, and a Financial Administrator, Gary Mottau, who both commenced on 6 December 2024.
Scott Mason has had an extensive career in local government in Queensland, with over thirty years of experience, including in CEO positions and in strategic consultancy roles, to numerous councils.
Leading several local government organisations located in regional and remote areas, Scott has effected successful corporate, operational and change management strategies to improve councils’ financial and administrative standing. His understanding of the challenges that are faced by geographically isolated communities will assist in his new role.
Gary Mottau has been an independent member of the Norfolk Island Audit, Risk and Improvements Committee (ARIC), the group tasked with providing independent oversight and objective monitoring of risk management, control, governance and external accountability responsibilities, since 2021.
An experienced Chief Finance and Information Officer during his forty-year working life, Gary is a retired chartered accountant and Certificated local government auditor, bringing skills from both the local government and corporate sectors, including not-for-profit and superannuation.
Both Scott and Gary invite the community to contact them to arrange an in-person or online meeting to discuss issues relevant to the governance of Norfolk Island. Their visits to the island will coincide with Council meetings, and appointments can be made by contacting them by email or phone.
