Norfolk Island’s public reserve network holds significant natural and cultural values including a critically endangered snail population, plant communities not found on other land tenures and some of the largest breeding areas for migratory sea birds.

Norfolk Island Regional Council (NIRC) has responsibilities for all nineteen public reserves, both council and Commonwealth-owned, in accordance with the Public Reserves Act 1997 (NI), including the preparation and implementation of Plans of Management. The Act also requires the appointment of a Conservator of Public Reserves who is responsible for the management of all public reserves. Management is to be conducted in accordance with the Act and the Plan of Management for each reserve. This applies to both council- and Commonwealth-owned public land. Currently the Manager of Environment & Planning, Phil Reid at NIRC has been appointed the Conservator.
